Camp Hartell in Windsor Locks is directly across from Bradley International Airport approximately 3 miles from the exit onto Rte 75. Camp Hartell was named after First Lieutenant Lee Hartell of the 15th Field Artillery Battalion, 2d Infantry Division. Hartell, who entered service at Danbury, Connecticut, was awared the Medal of Honor for action near Kobangsan-ni, Korea, on 27 August 1951.

In 1995 the push to keep costs down led to the shutdown of four of Connecticut's smaller prisons, despite concerns about prison overcrowding. The four institutions, with a combined 800 beds, were the Camp Hartell DWI unit in Windsor Locks, the Western Substance Abuse Treatment Unit in Newtown and the Jennings Road and Morgan Street detention centers in Hartford.

Property at Camp Hartell in Windsor Lock, a former prison for drunken drivers, was under consideration by the Department of Children and Families as a site for a fifty-bed treatment center for female juvenile offenders. The Department of Children and Families is in the process of searching for a location to build a new secure, 50-bed facility for girls to replace the aging and outdated Long Lane School. Officials were considering Camp Hartell as one possible location but abandoned the idea in late 2001.
